Downloading j2se runtime enviourment 5.0 update 9

I was playing runescape like yesterday and then it stop working and it was java so i tryed to reinstall it and a msgs like this occurs Error 1606. Could not access network location http://java.sun.com/webapps/download/GetFile/1.5.0_04-b05/windows-i586/ja150000.cab.

can any1 help plz i tryed downloading the online and the offline but nothing happens
