frame maximising

I have put a panel on JFrame. On that JPanel there are two more panels. I ahve done it using NetBeans IDE. All are in free design. My problem is that when am maximising the window those panels are not increasing by their size so as to cover the whole frame.

Any body is there who can help me by sending codes.
