GPRS signal

do you know as to how can i calculate the signal strength of a gprs signal?i need this. i know that the peak rate for GPRS in india is 15.6 kbps .all i need to find is thecurrent data rate.i know it can be found out as"Spb GPRS nmonitor" has been made and it does calculate the signal strength, the packets sent / received. how does it do that i have no idea.but since it is downloaded from the net and then loaded onto a phone, thus it too does not have low level access to the counter for gprs data calculation. how do i make something similiar to this?
