eclips and struts

Hi all,I download and put com.cross.easystruts.eclipse_0.6.4 under D:\eclipse\plugins , then I reopen the eclips Windows->PreferencesI did not have Debug and easy struts, why . I can install tomcat plug in why not struts plug inthank you
easystruts isn't compatible with the eclipse 2.1 and greater
