problem installing java plugin from jre 1.5.0.06 on EXPLORER - Win XP Pro

I want to push this applet to 220 other machines, but I am having inconsistent results with the manual install. I have downloaded the offline install file, copied it to the local machine and run the install as a network and machine administrator with Internet Explorer closed. I am running Windows XP Pro on Intel P4 machines with more than adequate resources. Sometimes I have no installation problems, other times I get an error code 1722 and a message that the install folder is locked. HELP!!!!

This link describes the error message I receive... http://www.java.com/en/download/help/5000040100.xmlI have read the installation instructions thoroughly. I have followed all the instructions. I have completely uninstalled JRE before attempting to reinstall.I have done the custom install and I have changed the name of the folder for install. I did all of these things before my first post. I still have the problem.

I have read about the SolutionCD. How can I get a copy of it.
