Java Communication API

Hello,

I'm new to Java and I'm trying to create a location based (GPS) program. I would like to use the Java Communication API with my Windows XP machine (yeah i know).

I'm having trouble installing the API. It seems like Sun doesn't have the API install for Windows. Can anybody suggest an alternative to this?
