struts problem with jboss

hi all,

i am using the struts with eclipse-IDE and jboss server

when i am using the simple jsp file then that is running fine but whenever i am using the

"<%@ taglib uri="/WEB-INF/struts-bean.tld" prefix="bean" %>"

then it return error and that is

"org.apache.jasper.JasperException: File "/WEB-INF/struts-bean.tld" not found"

although the TLD files has placed inside WEB-INF file

then what is the solution of this problem
