Do I have to know about File Systems?

When I see some documents about Smart Card applets,

I always see some file system that how applets are constructed in this card.

For example,

Global KeyPIN| .........

This kind of structure

Should I know about this kind of file system structure to handle

this card to install applets?

In windows , I don't need to card about file system such as NTFS,FAT32.

Does it necessary to know file system in Smart Card?

If it is , why? and what can I do with structure of file system?
