Installation of javax.comm.properties file

Hi. I've just downloaded the Java Communications API Specification 2.0 and am trying to install it. In the installation instructions, it says I must install the "javax.comm.properties" file or else "no ports will be found by the system". Can anyone tell me how to install javax.comm.properties please?
