proxyservice.jar

I am having problems with IE 6.0 and very slow response from the address bar. I tried uninstalling Sun Java and it helped. But now I get a meggase eveytime I boot my (Win XP) machine that says;

Windows cannot oopen this file:

File: ProxyService.jar

I can't seem to find any information about what file this is or how to remove the program calling it. It's a mystery.
