Does commons-io-1.3.1.jar already exist in jdk?

I am confused that does this jar file already exist in this path when I install the jdk?

C:\Program Files\Java\jdk1.5.0_12\jre\lib\ext\commons-io-1.3.1.jar

As I only sure below jar file is not default when we install jdk, we have to get it by ourselves.

C:\Program Files\Java\jdk1.5.0_12\jre\lib\ext\commons-fileupload-1.2.jar
