Splash screen problem when launching a Midlet

When the midlet was launched at first time in a mobile device, a splash screen need display to show the sun log ( usually a coffee cup ).

But I can not find amy document or specification which describe the details for this rule, such as which kind of midlet need display this log,or how long this splash screen need stay.

Could anyone help to tell me where I can found the doucment or specification about this? thanks.
