Java runtime environment cannot be loaded / IE7

Java keeps breaking in Internet Explorer 7. In order to fix this, I have to uninstall both Java and Internet Explorer, and then reinstall them, and after that it will work for a while. Eventually though, it breaks and then gives me the message "Java runtime environment cannot be loaded". This is happening on several computers that I have. Any help would be greatly appreciated! - Mark
