set permission for configuration files?

Hi ,

we want to distribute some configuration files. if the file does not exist, it is installed with the permisions 640.

Does anybody know how to change this permissions? our umask on this host is set to 022. we want to set the rights for every config-file itself.

We use Sun Connection Version 1.1.1-314
