Installation package can not be verified

I am receiving the following error. (This installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid windows installer package. Not a valid win32 application) I am using windows xp sp2 and have never had a problem before. My laptop crashed and I have to re-install everything and I have no problems except loading java. PLEASE HELP!
