I work in a government dept and I need to write software for this dept. that gets image from a webcam.Does the license of JTwain inhttp://asprise.com/product/jid/licenseUI.phpallow me to do so ?Thanks.

Talk to your legal department All governments have them.
Long answer:
If you mean, can you use it without paying, and I suspect then you do, then you need to answer the question. Is my project going to be released as free, open source under GPL?
I suspect the answer to that question is no, which rather clearly means you will need to pay to use it.
