how to create a mod of a game

the probability of finding someone here that can answer that question is significantly lower than the probability of you finding someone on the steam powered forums that can answer your question. I'm not telling you where information is on how to make mods, I'm giving you a better resource to find what you are looking for.

that's because that would differ for each game, and for many games it's simply not possible.

So the only generic information you can be given is to look at fora and mailing lists specific to mod creation for the game you're interested in.
