TOC entities

Does anyone know what the TOC uses to display to the screen the tree? I am trying to figure out if I can add support for numeric entities for characters, & #917 ;rather then & Epsilon ; since my companies online help parser/creator seems to have a hard time comprehending that we want the word entities rather then the numeric.
