I did buy a SCJP voucher in India when I was there. Is it valid in USA? can I give the test in USA with that voucher? pls help me.

Don't you think it would be better to contact the testing office then going on the speculations of people who don't have any responsibility for it ?

a voucher is valid to pay for a test, not to give one.Having a voucher doesn't turn you into an authorised testing center, so you can't use it to give a test in India nor the US.You may give away the voucher of course, so someone else can use it to get certified.
