Since the cellphones which are coming out right now have good configuration there has been development of a lot of java applications for cellphones, but I still suspect that the kvm they use for cellphones eats a lot of resources. You can try finding out from people who are working currently on such java cellphone applications. As for applets I really haven't seen anyone using it really in their web pages, except for one or two here and there.
