Applications in Task manager

Guys,

Is there anyway we can get the applications running in the task manager from Windows, that is, is there a way to see what applications are currently open in Windows?

Can we by any chance monitor the programs running in Windows using Java? All the above questions are similar. If anybody is familiar with an answer for this, please reply and thanks for that.
