svg editor for svg tiny

I'm looking for an editor to create svg tiny format content. The Netbeans tutorial on JSR 226 claims that you can use Inkscape (an open source SVG editor) for this purpose. However, it doesn't seem to support the tiny format, and only ordinary SVG. Does anybody know of a (free) svg editor that does support the SVGT and not just SVG.
