why does sunsolve deny access to a required patch?

patch "114312-01 - CDE1.5: GNOME/CDE Menu for Solaris 9" is listed as "Recommended" on this GNOME patch list page:

but when i tried to download patch 114312-01 from http://sunsolve.sun.com/private-cgi/pdownload.pl?target=114312-02&method=h i was denied access and presented with the following message on a page with login form fields:

"Controlled Access Area- You are logged in to SunSolve"

...

"You have selected content which is available to registered SunSolve users with a valid Sun Service Plan."

WHAT GIVES? why does sunsolve deny access to a patch that sun claims to be required? the patch page itself says the patch is "PUBLIC"

Hello.

Patches that fix bugs in Solaris (especially security bugs) are released by Sun and you can download them without paying.

For patches that add new features or that change only the look & feel, make work easier etc. you must have a service plan (you must have payed for the OS).

114312-01 (the latest release is 114312-02) "only" adds entries from the CDE menu to GNOME (or the other way). You could add those entries manually, too. If you do not wish to execute the programs you do not even need these entries. So the patch is not really required.
