Urgent -Dow do I get a frame in front of all the open frames

I have a frame called inbasket just like the mail inbox and suppose if I click on a message in it I have another frame popping up.How do I get this message frame infront of the inbasket frame?

I want all the new frame to be infront of the olde ones in my application.

Initially this functionality was working fime in java 1.3 but is creating problem in java 1.4.
