PHP Add-on on multiple instances error

Well I can't seem to fix this, but I ran the php add-on (as a NSAPI plug-in) on one instance and it worked great, so I wanted to set it up on my other instance. On the part where you execute wadm it gave me an error that said:

CLI104 Unable to communicate with the administration server: Received fatal alert: protocol_version

I deleted and remade the instance but it gave me the same error. By the way this is using the setupPHP.bat file in CLI.

Any ideas on how to fix it?
