Image Quality in Writer

Does Writer display all images as JPEGs? I am trying to insert screen shots of program into a Writer document and I am getting very fuzzy, low-quality display. The images are saved as bitmaps. I have also tried PNG. Regardless of the file format, I get the same fuzzy appearance in the Writer document. The images are crisp and clear in Paint Shop Pro.

I cannot show a document to somebody with this quality of image. No way. Not a chance. It will not work.
