Component IDE and Property Editors

Hey Can anyone suggest me,how do we connect custom component and "Property Editor" window properties.........

I explain it more,as we have JComponents in "Component" window n there respective properties in "Property Window" in any IDE like Netbeans,JDeveloper. How can I make Property Editor properties reflect on my custom component in design phase itself as we have for other JComponents.

Or any other approach is followed for that.I mean is it possible to achieve it in design phase or it can be implemented at run time only.....
