i am having a similar problem, but i do not get any error messages. i started with version 1.5.0_04. i wanted to update to version 0_11.
i was able to install versions 0_05, 0_06 and 0_07. versions 0_08, 0_09, 0_10 and 0_11 will not install.
i am using the offline installation option. nothing happens when i double click the files after downloading. the only response i get is the windows "busy" hourglass for a few seconds - then nothing.
the online installation option does not work either, or the "update" option from within the Java Control Panel.

I received a response from Sun Microsystems regarding installation problems. The following is a copy and paste of that email. I hope it helps you.
The solutions provided below are related to common JRE installation related issues. Please try the same. If it fails, do not hesitate to write back to us with more details including the system environment and steps to reproduce the issue.
1) Network connectivity: Sometimes network connectivity at your/ISP end, can prevent the complete download. Please ensure that your ISP is configured properly and working fine before trying a fresh JRE download attempt.
2) Network congestion: At times due to high JRE downloads traffic, we face some network congestion issues. We are aware of this problem and our network administrators are actively working towards a solution. We apologize again for any inconvenience this may have caused you. In this case, please try again after some time.
3) Anti-virus/Firewall Configuration: It is recommended to disable any anti-virus/firewall installed during the JRE download/install process.
Note: Ensure that Java applet/applications are not blocked in your Firewall settings.
4) Configuring Internet Connection/Proxy settings: Ensure that you have your Internet connection settings in the browser(s) configured properly. If you are accessing through a proxy server, ensure that the server is accessible and configured properly to open web sites through internet. For details, look at:

5) Download Accelerator(s): It is recommended that you do not use any download accelerator utility in order to speedify the download process. For details, please see:

If you have a corrupt JRE download/install, then follow these instructions:
1) Remove any exisiting traces of Java software on your system follow instructions from:

If you still are not able to uninstall completely (if you see Java Plug-in icon in the Start -> Settings -> Control Panel), please download/install and run this registry cleaner utility from Microsoft from:

Restart the system.
