[Enterprise Designer]Can Not Assign Integration Server on S Chinese Windows

It seems a fatal error - "Invalid byte 1 of 1-byte UTF-8 sequence.". I counldn't go further.And the bug http://bugs.sun.com/bugdatabase/view_bug.do?bug_id=6495910 was closed with no comments.Anyone help?BTW, where can i download the latest ESRs?

The installation guide makes no mention of Simplified Chinese as a supported operating system.
