Exception: get private keys running assembla on machine that has user right

When i try to run applet on machine that has user rights not admin rights in which i'm using assembla to get private keys.The following exception is thrown:

java.security.ProviderException: Error during initialisation of Assembla JCE provider implementation.

C:\WINDOWS\MSKeyStoreJNI.dll (Access is denied)"

While the same applet is properly and getting private keys running on machine that has administrator rights.When applet runs the assembla places the MSKeyStoreJNI.dll in Windows or WINNT folder.
