My 5 cent:
for development I suggest to work with the JCOP Tools. The tools include a simulator. To test it on a real card order JCOP sample cards from NXP Semiconductors. You can use any reader that is compliant with T=0/1 or T=CL. You can even use just a bare USB connector with JCOP41 v2.2.1 cards.

We are testing the Java applets with sun Wireless tollkit 2.5 and building them without IDE, only editing a .java and compiling with javac. (and using apdutool, cref, etc...)
The version of javacard we use is 2.2.1, but JCOP here http://www-306.ibm.com/software/wireless/wecos/tools.html says it's a 2.1.1 implementation.
We only need a reader/writer and cards with support Javacard 2.2.1.
Any other suggestions?

Only the first JCOP versions supported Java Card 2.1.1. These are not sold anymore. The latest JCOP versions support JC 2.2.1. IBM name for JCOP is 'WebSphere Everyplace Chip Operating System'.

I recommend the Omnikey 5121 dual reader. There is a newer version out (5321) but I do not have any experience with this one. If you are working for a company, it should be no problem to order one. Omnikey offers very good support. The price is around 60 Euros (80$). A good alternative is the SCM dual reader SDI010. Contact readers come at a much cheaper price (~20-30 Euro).

take a look at hybrid Java Cards. They are contact & contactless. The unique thing about them is the contactless is linked to the space on the contact chip. So the contactless will have the same benefits as the contact chip. Oberthur has them, but not sure if they have developer cards available.
