Managed Java updates on network

Our users are not administrators. How do we control JRE updates on Windows 2003 Server-based networks without visiting each workstation and/or making every user an administrator (NOT acceptable)? Is there some sort of tool that can be installed on a server to push these updates at scheduled times?
