T3 PSU in substituted state

I was startled to see one of the PSUs in our T3 go into "substituted" state, something it has never done before:

POWERSTATUSSTATESOURCE OUTPUT BATTERY TEMPFAN1FAN2

u1pcu1 readyenabledlinenormal normalnormal normal normal

u1pcu2 readysubstituted battery normal faultnormal normal normal

A new minutes later, it returned to "normal":

u1pcu1 readyenabledlinenormal normalnormal normal normal

u1pcu2 readyenabledlinenormal faultnormal normal normal

"proc list" shows nothing.

Manual says the PSU goes to "substituted" and battery to "fault" when the battery refresh is in progress. Previously, I have seen the battery in "fault" state when a refresh is in progress, and never a PSU "substituted", although I only check once per hour. The batteries also go in and out of fault state randomly even though they are fairly new.

Perhaps the "substituted" state only lasts for a few minutes at refresh time and my monitoring has not been frequent enough to catch it? Or maybe the batteries truly are dead?
