ALOM host's net boot launches install in interactive mode

When I provision a SPARC ALOM host w/ a default Solaris profile variable set, everything works. When I create a variable set and modify the sysidcfg_root_password_base_config, set thesetup_user_acct_spsra=y, and modify the user_passwd_spsra, and run provision_start plan, the host net boots, but goes into interactive mode, prompting for language.

Any ideas why this is happening?
