what is the expected behavior when creating an event in CE and inviting a user whose icsStatus is set to inactive?
It let's me create an event and I wonder if it works as expected. Shouldn't UWC generate an error message indicating inactive status of the user? Setting icsStatus to deleted generates an error message.

If we take the behaviour of the mail server when mailuserstatus is set to inactive (emails are rejected with a 4XX temporary failure message) then it would make sense to provide some kind of error/warning/notification message.
I tried this out on the beta version of the next release and the behaviour is as you noted (no notification). I doubt whether the developers have considered this scenario actually -- so I would recommend that if you want the behaviour to be changed that you log a RFE (request for enhancement) via the usual support channels.
