If you're using EventAction, "Host"-type alarms are triggered when an Agent on a system stops responding to SNMP (red/critical alarm) or ping (black/down alarm):

"Down" actions for all your systems can be set from that one window.

If you're using the basic SunMC addon packages, down alarms are assigned using the icon for a system/folder/doman. Right click on it's icon and choose "Alarm Action": you can then set what you want to happen:
