Raq4r Getting config error in control panel, also not sending email...help!

FOr some reason my raq 4r will not display the virtual sites in the control panel.. instead, i get "The server encountered an internal error or misconfiguration and was unable to complete your request."

Also, when sending and receiving email, i get this error. "
