java -jar error message on windows

Does anyone what this error message mean? This is happening on Windows XP.

D:\j2sdk1.4.2_13\bin\java.exe -jar emCLI.jar

Error: Some required configuration is missing, corrupt, inaccessible, or insecur

e (access permissions are too liberal).

Resolve the problem and run setup.

I will appreciate any pointers.
