User Applet?

This may sound like a silly question, but what is the User Applet? The Technical Deployment Overview discusses the User Applet as an applet that is used some time during user provisioning of a new user to provide some UI functionality. However in my use of IDM I've never seen this applet loaded or used. The user list page is all HTML with no applet loaded. I checked the HTML and there is no tags to load the applet in any of the pages I checked. Java is working fine on my browser - the multi-select applet (for example) loads and works just fine.

So a couple questions:

- When is this applet supposed to be loaded?

- Has anyone ever seed a case where this applet isn't loaded? Is there a configuration setting that disables it?
