Reconciliation Situation Analysis

Can someone explain the meaning of data under situation Analysis on Recon process summary page? After RACF full recon process we got following status:

Confirmed - 3637 (discovered 3594)

unsigned - 0(discovered 40)

We set "link the resource account to the user " for unsigned. I don't understand what case those 40 account are? "0" means what?

for confirmed case, why are there less discovered accounts than real confirmed accounts?
