Normally IBM answers pretty fast. Well, it is close to Christmas holidays in Germany, so probably it will take a while.
JCOP cards you can order from NXP Semiconductors. If you work for a company you might get some samples. Another option would be to find a card manufacturer which sells you JCOP cards in low volumes.
