Apache permission to access /

I am still having porblems running Sun Ray server and getting it to just get a login screen or any graphics on a Sun Ray 170. I get an OSD error of 26 D. I have re-installed several times with no luck, except that now I can not access the web admin and it gives me a permissions error:

"Forbidden

You don't have permission to access / on this server."

I am running Apache 1.3.36 Server on port 1660.

the utwww user and utadmin group seem to have been created by ./utconfig

Anyways before I once again start pulling my hair out with this software has anyone seen this before and know how to fix it?
