SCP DISABLED FOR ROOT

Hi

I try to copy the files from one server to other running solaris 10

But I cant able to do the operation as the root user , it is giving the error message permission denied.

But the same i can able to do as the normal user

Anybody tell why it happens and how can i make the root user to do the scp operation
