If you don't have a Windows Terminal Server Client Access Licence (or TSCAL) you can connect to a Windows Terminal Server. You will get a Temporary TSCAL which will be valid for 90 or 120 days (90 for Windows 2000, 120 for Windows 2003).
For testing you won't need a valid TSCAL, but you can't test longer then 120 days from one client.

it's on the windows end. you have to provide a terminal client and windows user license for each concurrent user that is connecting to your windows server via rdc.
e.g. if five users want to connect to your server (via SGD, remote desktop client, and so on) simultaneously, you need 5 windows user licenses and 5 terminal client licenses. every terminal server connection uses up one terminal client license _and_ one windows user license. if you use up all windows user licenses via terminal server connections you can't login local on the windows server.

The ts cal will still expire 120 from you installing terminal services and using application mode to run in for windows 2000, or is you install terminal services on a 2003 server, as with 2003 ts in admin is a default.
You still need to buy ts device cals or the temps will expire and when you activate the licences you've bought you still have to tell microsoft what type they which is annoying.
Also if you have 2000pro clients connecting to your ts that where bought before the end of 2004 you get a free cal with the client that you dont have to license, MS pulled this at the end of 2004 but your client bought before that are fine.

2) If I have one user, conntecting to SGD from homeoffice (IP1 and WXP1) and from the office itsself (IP2 and WXP2), how many TS Cal is needed if
a) I have licensed per user?
b) I have licensed per device?

Answer 1:
The first thing to do is divide the clients into 2 groups. One group with only client running Windows 2000 and old Windows XP (don't know the exact date) and the other group with all other clients.
For the first group no TSCALs are needed.
For the latter group the amount is depending on the type of TSCALs:
- Device TSCALs
the amount of clients connecting to the W2k3 server (stored in HKLM)
- User TSCALs 10, since there are 10 different users connecting to SGD (stored in HKCU)
