LAYOUT PANEL - PATCH - !!PLEASE!!

I have read through various posts concerning the Layout Panel Problems.

Apparently some patch was developed to fix this problem, from what I could understand out of another post.

Can ANYONE pls help me, or tell me where to find this. I have been struggling with this problem for almost 2 weeks now.
