Pretty much the same, yes. But..
The last release of Java Studio Enterprise (JSE) was quite a while ago and thus things have improved since and there is some additional functionality like BPEL and XML Tools. Additionally NetBeans Enterprise Pack is compatible with NetBeans 5.5 (while JSE 8 is based on NetBeans 4.1), which implies a lot of improvements in the core IDE.
However, there has not yet been a final release of NetBeans Enterprise Pack - the last publicly available is the Early Access one. But it is quite stable and I would encourage you to give it a try.
