Reconciliation Error: Null Proxy ID

In trying to do a full reconcile of a newly installed test IdM instance, I keep getting:

com.waveset.adapter.iapi.IAPIException: Item User:<Resource> Sync Proxy(id=null) was not found.

The reconciliation policy for the resource (using the Flat File adapter) does include a proxy administrator; I've even tried configurator/administrator - same error.

Has anyone seen an error like this before?
