AS81 EE - asadmin deploy issue

We are getting the following error message when we execute "asadmin deploy" command to deploy ear on AS81 EE.

CLI171 Command deploy failed : Deploying application in domain failed; No local string defined -- Inconsistent Module State

; requested operation cannot be completed

E R R O R!!

This issue was reported in this forum and the solution is to remove some uncleared policy files from the generated directory of the respective app.

But even after clearing those policy files from the generated directory, we are still getting the same error message.

Is there anything else that we can do to resolve this issue.

Any help would be appreciated.
