Insufficient Security Privilege--SMC 3.0

After configuring several file scanning alerts, I am now unable to do so. After adding a new row to a file scanning "Scan Table", I get an "Insufficient Security Privilege" error after clicking "Apply". Why would I now not have the appropriate privileges to add alerts?
