What is the best practice to create IDM user and target accts via recon

usecase:LDAP<>idm->AD.User exists in LDAP. IDM and AD are empty. Need to create IDM user and AD acct from LDAP data.I can recon against LDAP and create the IDM user. But I cannot create AD acct in the same recon process. What is the best practice to do the
